OEB emphasises the importance of cooperation and constructive dialogue between employers and employees when addressing operational interruptions. Solutions should be based on mutual understanding and respect for established labour relations practices.
Possible arrangements that businesses may consider include:
- Granting employees annual leave with pay
- Temporary absence with partial remuneration
- Remote working or work–from–home arrangements where feasible
- Paid absence with recovery of working hours at a later stage through agreed scheduling
- Agreed unpaid leave
Any such arrangements should be mutually agreed between employers and employees, with
the aim of safeguarding employees’ income as much as possible while avoiding undue financial
pressure on businesses.
Business Preparedness in Case of Alarm Sirens
In addition, OEB has issued practical guidance to help businesses prepare for potential emergency situations involving the activation of warning sirens.
Companies are encouraged to take proactive preparedness measures, including:
- Appointing responsible personnel to coordinate emergency response
- Identifying safe shelter areas within workplace premises, such as interior rooms or underground spaces without windows
- Ensuring employees are informed about emergency exits and assembly points
- Confirming that first aid kits and fire safety equipment are accessible and operational
- Maintaining updated employee contact lists
In the event that sirens are activated, businesses should immediately suspend operations and guide employees calmly to the designated safe areas, keeping them away from windows and glass surfaces. Employees should remain in protected areas until official instructions are issued by the competent authorities.
Following the end of an emergency alert, businesses should account for all personnel, provide assistance where necessary, inspect premises for potential hazards or damage, and only resume operations once it is confirmed that the workplace is safe.
It is important to note that during any emergency situation, businesses and employees must follow the instructions issued by the competent state authorities.
