Cyprus Introduces ground-breaking Swimming Pool Legislation – A New Era for Regulation
On 10 July 2025, the Cyprus House of Representatives passed landmark legislation that fundamentally reshapes how swimming pools are regulated across the island.
For years, the previous framework posed significant challenges, applying the same strict requirements to small communal pools in residential complexes as to large public facilities. This often made compliance either unworkable or prohibitively expensive.
The new law introduces a modern classification system, dividing pools into three categories with proportionate regulatory obligations:
Type 1 Pools
These are large public facilities where swimming is the main activity. They remain under the strictest regulations, requiring:
- Licensed operation and full compliance with safety protocols
- Mandatory lifeguards during all operating hours
- Regular inspections and commercial-grade facilities (changing rooms, hygiene areas, emergency equipment)
Type 2 Pools
These pools serve commercial purposes where swimming is not the primary activity but still play a public role. They are subject to:
- Public-use pool regulations
- High safety standards and regular inspections
- Requirements adapted to reflect their secondary function
Type 3 Pools
This is the most significant reform. Covering all pools that do not fall under Type 1 or Type 2, these facilities now benefit from:
- Lighter regulatory obligations
- Sample-based inspections instead of continuous oversight
- Reduced administrative and financial burdens for owners and managers
Private Pools
Private pools serving up to five residential units are completely exempt from the law, recognising their low risk profile and minimal public impact.
Transition Rules
For existing pools, the legislation sets out clear transitional measures:
- Six months to notify authorities and comply with the new rules
- Pool Operators must be formally declared to the authorities
- Licenses issued under the 1992/1996 regime remain valid until expiry, with renewals under the new system
- Exemption continues for private pools serving up to five households
